Why does a shoulder patch need work before it is engraved?

A typical patch has a stitched border, a city skyline, a seal in the middle and the department name curved along the top. Embroidered on a sleeve it reads well. We redraw the border and the name as clean shapes and reduce the seal to its main figure. The department's public information officer compares the redraw with the approved patch.
